Sounds like water damage but try this......... 1) press the * and # and Power button all at once - if the screen fires up with a black screen and some info - then you can flash the phone and hopefully recover it; 2. If the above works - you need to find a flash file and the software to flash it with Good Luck
If you are comfortable taking part of the phone apart there is something you can try. Remove the two Torx screws right below the battery. Gently pull the plastic cover loose. There will be a cable that connects this portion of the phone to the keypad/LCD/etc. Clean the connector on this cable and the connector it was plugged into with 99.5% Isopropyl alcohol. Reseat the cable and the part of the phone you removed and replace the screws you removed. If this does not work the keypad flex on the phone is probably damaged and will need to be looked at by a repair center.

You may need a new battery. Also, hold the power button in for at least 10 seconds before letting go. The RAZR has a bad habit of not completely turning on unless you hold it in long enough.

That is normal operation for Motorola Slvr L7 phones, don't be alarmed. The Motorola Slvr L7 has a built-in light sensor that disables the keypad light once light is detected by the sensor, if it doesn't detect any light, the keypad light automatically comes on.
The light sensor is located on the top of the phone next to the clip that releases the cover at the back. To test the light sensitivity, you can try blocking the light sensor with your finger and touch the keypad to see how it functions. You can also place the phone in a dark place and touch the keypad, the lights should come on, put the phone where there is sufficient light and press the keypad, it should not come on.
Try it and see how it works! It's a feature of the phone, no big issue here! Probably to conserve on battery life, you wouldn't want the keypad light on when the place is bright. I think it's a great feature.

Either a software re flash may help or a keypad replacement. Usually facial moisture could be a cause of this. i would recommend trying a blow dryer on the keypad for 40 seconds with out the battery to see if that fixes the problem
