I want to connect a Dell Mini laptop with an HDMI port to a standard PC flat monitor with a 15 (14?) pin port. What kind of adapter do I need?

Hi,
you would need an HDMI to VGA adapter. sometimes it would come in a form of a separate cable or just a regular adapter which would convert the HDMI end to VGA (the blue one that has 15 pins)
you can purchase these cables from your local computer store.

Since you don't provide the laptop model, I assume your PC has at least a 15 Pin VGA connector. You will need a 15 pin male VGA to 15 pin male VGA cable, just plug it at the laptop and the monitor, that should do. If your laptop has also an HDMI or DVI or Display Port, you will need a proper cable or adapter.

If the display is not working, you should be able to connect an external monitor to it via the laptop's HDMI port. If this is an older laptop, it might have a VGA port instead of an HDMI port. If so, use that instead.

When booting, hit F2 to get to the BIOS.

HDMI is digital
VGA (the 15 pin connector) is analog.
If your connector has the digital to analog interface it should work, but likely it does not have that chip and thus will not work.

Your description of the problem tells me it may never work as you have it connected. Possibly it might be that the monitor is required to be powered on before the laptop is booted, but that only works in some cases.

I have also seen some work if a 2-step connector is used.
VGA to DVI connector, followed by DVI to HDMI connector.
DVI was the step toward digital that came before the HDMI standard was implemented and was only partially digital. DVI and VGA do not carry control signals nor audio. HDMI carries both those as well as the video.

YMMV but I think it would be cheaper and more efficient to actually purchase a monitor with a digital input (HDMI or DVI).
Without the digital/analog converter interface a digital output device (your laptop with HDMI out) can never operate an analog device (your Dell monitor with VGA input).

Most TVs will have HDMI and RCA component and composite jacks. Some TVs will also have a VGA port. Your laptop will have a VGA port. (If the laptop is fairly new, it may also have an HDMI port.)

Not all TVs will support an HDMI signal from a computer, so the VGA signal is often better. However, that limits you to SD (anything with HDCP will fail.)

Very few TVs ship with the HDMI or component cables. However, there are some vendors who do package the HDMI cable with their TV. Without knowing which exact model of TV and laptop, I can only make a few suggestions. I know that the TCP42ST30 (Plasma 42") doesn't have a VGA port.

Look at your laptop for any external monitor port. VGA ports are generally blue female ports with 15 holes (D-Sub). If your TV has a matching VGA port, get a standard VGA monitor cable.

If you have the VGA port on the laptop but not on the TV, you can try a converting from VGA to HDMI. (You may need a DVI to VGA adapter and either a DVI to HDMI cable or a DVI to HDMI adapter.) Note: this gives an analog signal (RGB format) to the TV. You'll also need to make sure that your VGA port is active (in the BIOS for some computers) and then set your computer to send the signal to the external monitor. It is best to turn off both the computer and the TV before connecting the two. Then turn on the TV and set it to the correct input before turning on the computer. (In Windows 7, I set the video signal for the external monitor by right clicking on the desktop and selecting Graphics Properties. Set the signal to the external monitor and click Apply. Then click OK (in the external monitor's screen).)

Some laptops come with an HDMI, mini-HDMI or a DisplayPort option. For the latter two, you will need the appropriate cable with that end and the HDMI connector on the other. Then connect the TV and the computer as described above. (Note: my TVs accept a computer signal at the HDMI port labeled HDMI/DVI. However, you need to make sure that your TV understands this signal. It isn't the same format as that from a set-top box. My laptop has VGA and HDMI out; the desktops have VGA, DVI and HDMI (on one).)

The laptop screen will not come on. it shows the dell powerup logo then goes black. The monitor lights are on so it is getting power but it isn't showing anything on the screen

If it's a Mini 1012 there is a VGA (15 pin) connector on the left side of the laptop. You can try to connect an external monitor to see if you get a display. If you do, then your LCD display has a problem and needs to be replaced. If you have a Mini 1010 there is an HDMI jack on the right side of the laptop where you can connect an external monitor.

Only limited mini's have HDMI port. What you can do is to buy a VGA/HDMI dongle/cable so you can connect your HDMI Television to your mini.

The above interfaces are in your laptop. There is no S-cable or HDMI interface.
If your TV have VGA port you can connect your TV to the VGA port in laptop. This will alow you to convert the TV as monitor.

If your laptop has a VGA port, your Vizio needs to have a VGA port too so you can use a standard VGA monitor cable.

If your laptop has a DVI port, you hook it up to the Vizio using a DVI-to-HDMI cable.

And if your laptop has an HDMI port, you hook it up using a standard HDMI cable.
