The flickering is caused by a power supply board that can't stabilize the output voltages. This type problem is caused by failing capacitors. If you can solder then you should be able to do the repair yourself. Not every fix is going to be capacitor problems. Any novice will know this. It's the cheapest fix but not always the right one. If your monitors menu is pixelated and it takes a while to warm up. It could be the main board. Had two 214ts that would take a long time to get a picture. I would turn on monitor, it would flash and then I would have to turn it off and on and then I would get a desktop that was staticky and then flip it off then on and everything would clear up and be normal. During that time the monitors menu would be pixelated if you try to open it. I replaced all capacitors, bought several power boards and replaced back lights and nothing worked. Finally as a last resort i installed a different main video board which is the other board in the monitor and it turned on good as new. It wasnt the capacitors at all. So we can't be myopic on where to look.
