Since the driver for all optical units is the same Windows one it means that there's corruption in your system. 
Run a full malware scan and after it perform a Repair install.

Code 39 on DVD Philips SDVD8821

Hi,
Download the latest driver from Acer site or phillips site.
Uninstall the device driver.
Reboot
Windows should detect new hardware and start the wizard. Point to your drver installation file and install the driver.
Reboot. this should fix the problem.

Well this error usually is because you have either a bad driver installed or you haven't installed any. Bad news is aspire 5735z is built for Windows Vista. Browsing the Acer website din't earn any results. Try calling in for the phone support they might have a link to where you can download compatible drivers for Windows XP.

Hi, the error code that you have on the CD/DVD drive is a known issue from Microsoft. The error code means "Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (code 39)".
Since you are using a Toshiba laptop; you can click on this link http://tinyurl.com/toshibadvd and click on the repair tool on the resolution. This is applicable on both Windows Xp and Vista and will delete the upper/lowerfilters on the registry.

In case that the error code still exist you need to manually delete the upper/lowerfilters under the registry by clicking on this link http://support.microsoft.com/kb/929461/en-us . You need to go the "Run" screen then type in "regedit" and click OK or hit the enter key.

This will surely fix the error code that you have on the CD/DVD drive.
