I'm pretty sure if you brick a PSP 3001, it stays bricked. I've heard that maybe, just maybe, hooking it up to the charger with the battery removed might magically fix it, but I'm doubtful.
If it's under warranty you should be able to
send it back to Sony for no charge. They'll either fix it or send you a replacement.
If it's not under warranty, you can try to to buy and install a replacement motherboard (this apparently fixes it). Although it might be cheaper to just buy a used PSP, or an opportunity to buy a DS.
