You had an instant heater there before? Or a different type? Your breaker numbers don't mean anything to me, I need amps and volts, what is the amp? 30? and the volt is 220? Or are you in Europe?. And you had the four wires in there before? And you have all 4 wires on the heater line? And the heater is grounded? It should work. Unless it is not getting enough juice, but you already upped the amp. Let me know what you got.
The only thing I can think would be the breaker is no good, but you said you changed it out and it did the same thing. So we can rule out the breaker, but we can look at the draw of power and see if it is too much. If you can feel those wires right before it trips, see if they are warm or hot. The insulation. Unless you have a single wire volt meter that tells what the draw is. Also, what size is the wire?
I was going to hook one of those up here at the house and they called for two breakers at 50 amps each, I don't have a space in my box for another double pole breaker. So I just replaced the gas heater.
Now getting back to your box, do you have another breaker in there, like the air handler or compressor, or the range? That you can borrow for a minute? Just swap the wire to it and see what happens. gotta narrow this down some how. Check it out.

According to this table that shows all Titan water heaters technical specifications, your Titan N100 draws 49Amps. This other table tells you what breaker and wire size to use for your Titan installation. According to it, the N-100 uses wire 6 AWG which can handle high current. If you are using a smaller cable, like the one tanked water heater use, your cable is going to get hot and tripper the breaker.

If it trips instantly every time, you must have something shorted out. I know those things require 2 sets of power, like 2 /50 amp breakers, One of the things that stopped me from hooking one up. I don't think it is the breaker. It is 220 volt, 2 wires from each breaker, big wires, like 6 or 8 gauge, 50 amp, then the ground. Hope this helps.
It runs for about 5 to ten minutes then trips. I used the orignal wires from the existing hot water heater. It had a four set breaker that was 15/25/25/15 I repalced it with a 25/30/30/25 and it is still tripping after about 5 to 10 minutes.
I am in texas there are two wires that come out out the unit I used the existing wires from the breaker box that was connected to a hot water tank. It is 220 volt and the unit draws 48 amps at peak. It is grounded from the existing ground wire from the previous tank
