When I plug in my ipod shuffle it comes up with "new device detected" and that is it. I mean it doesn't open the usual menue to allow you to restore or download tunes onto. what should I do?

The iPod Shuffle is the smallest member of Apple's line of MP3 players. During the device's lifetime, you may find that the iPod freezes or seems to not turn on anymore. Since the iPod Shuffle does not have a display attached to it, you cannot be notified of any device errors. However, there are several troubleshooting steps you can take to repair your iPod.
Instructions
Plug the iPod USB cable into the iPod Shuffle and then connect it to the power adapter to recharge the iPod's battery. The iPod Shuffle may not be turning on because its battery has fully drained.
Move the button on the back of the iPod Shuffle to the "off" position.
Wait five seconds with the iPod in "off" mode before switching the device back on. This process will reset the iPod Shuffle memory.
Connect the iPod Shuffle to your Mac or PC computer if it still will not turn on.
Open the iTunes program and sync your iPod with your computer. When you unplug your iPod from your computer, it should turn on normally again.
Can it charge if you plug it into the usb charger in the wall?
If it can, that means that the inside of the shuffle is ok because it's still making a connection and charging. If not, you'll need to start replacing parts. If it charges, keep reading.
I'll assume your on Windows, so right-click My Computer > Properties > Hardware > Device Manager. Find your iPod (it will be under drives or something like that) right-click it and Uninstall.
Then go to Action (I think) > Scan for new devices and it will re-discover the iPod, and re-load the drivers for it.

Apple periodically updates iPod shuffle software to improve performance or add
features. It is recommended that you update your iPod shuffle to use the latest
software.
You can choose either to update or to restore the iPod shuffle software.
• If you choose to update, the software is updated, but your settings and songs are not
affected.
• If you choose to restore, all songs and data are erased from your iPod shuffle. All
iPod shuffle settings are restored to their original state.
To update or restore iPod shuffle with the latest software:
1 Go to www.apple.com/support/ipod and download the latest iPod Update. The update
has the latest software for all models of iPod.
2 Double-click the software install file and follow the onscreen instructions to install the
iPod shuffle Update.
3 Connect iPod shuffle to your computer and open iTunes. The iPod Updater application
opens.
If you’re using a Windows PC and the iPod Updater application doesn’t open
automatically, you can find the updater by choosing Start > All Programs > iPod.
4 Follow the onscreen instructions to update or restore iPod shuffle software.
If you use the iPod Updater application and it doesn’t see that iPod shuffle is
connected to your computer, turn iPod shuffle off and turn it on again.
If the shuffle is over 18mth old it might very well be the battery. However do just try a Reinstall of iTunes then an upgrade of the shuffle software if you can connect it. The other alternative if the thing still doesn't connect is that it's the main board or connector itself although these are more unlikely. A new battery for a shuffle is about $5-10 (£3-6) on eBay and normally comes with instructions and tools.
Try a different USB port first.
