The lens most probably has dirty contact between the lens and camera body. It only worked with the "default" lens because you disturbed the dirt removing the 17-85 lens.
Here is what I'm suggesting, seeing you said the problem was solved by changing out the lens.
Clean the contact both on the lens and camera body with a pencil eraser, hold the camera body so the lens cavity is pointed downward and lightly polish the contacts don't use a puffer to clean the area you will just blow dirt into the camera.
Do the same with the lens contacts and you will be good to go
Your flex cable to the Iris is broken. Have a look at my gallery at http://www.pbase.com/barry_2718/efs1785mm I have the same symptoms. At 28 or 35mm it make work ok. try Av mode and f8 aperture to see if you get an err01 because the aperture does not move to that value. It can be fixed by canon $150??? but this is about the 10th lens I've heard about so its a design fault.
Zborn, did you find any solutions? I have had same lense for 2-3 years, taken maybe 10000 shots and just yesterday started to get error 99. Spent most of today trouble-shooting to repeat problem and it seems that when I set to less than 35mm I get the error 99. other settings and my other lense has no problems.

I had this problem too, then my camera started getting Error 99 (there is some problem) and not working. If you look at this website and follow the steps under Update 2 http://www.richardsnotes.org/archives/2005/04/29/50mm-lens-contact-points/ I think you will fix your problem. The connections between lens and camera probably have a little dust in them, use a soft rubber eraser to clean them. Make sure no dust or pieces fall into the camera or lens when cleaning!
