Hi cmdunn,
A search at Coby turned up 14 different tablets, and I found a few drivers at their site under "Support" http://www.cobyusa.com/?p=home
I also found the following on their site:
To obtain Warranty service, Customer must call COBY Technical Support 800-727-3592 prior to making a Product Return. For TV or Netbook Support, please call 877-302-2629. All other inquiries, please call 800-727-3592. Hope this helps
Could you please specify the model number of your webcam ? In that case I can help you find the exact driver for the Web Cam.
Or you can google yoruself for the drivers of your web cam by looking for "web cam driver <company name> <model number>" without quotes in google search.
This will reveal the drivers available online for you.
best regards

Having devices connected during reinstallation of the Operating System will lead to a faulty detection on the USB ports.
Connected devices will not be recognized.
How to get the USB ports functioning again:
>0. First disconnect all apparatus connected to the USB ports.
Step 1.1 will take a long time again, I'd prefer step 1.2:
1.1 Perform a new installation of Windows XP (the long way) or
>1.2 Delete all USB hardware in the Control Panel (the short way).
>2. Install the software for your device and perform an update.
Update Windows Media Player 11 and / or Coby Media Manager.
>3. Open the software WMP11 or the Coby Media Manager.
Connect the device and make a setup for connection in the software you use.

The CD is only for people who are running Windows 98. You don't need the CD in order to load and play music on your player. If you want to convert video clips and then load them on the player, visit cobyusa.com and you'll find the video conversion software that you'll need.
