If the vertical hold control have no effect, and can't stop vertical rolling, the vertical oscillator side should be checked. Check the hold control too, if any.

The vertical output section of your Jensen TV is faulty. Usually this section has an IC circuit. Check the solder terminals of that IC for loose contact. This IC sill heatup while working. Repeated heaning and cooling will make ths solder terminals to get loose. It is very difficult to detect the loose soldering; as thay may be microscopic in size. Just resolder most of the suspected solder terminals by applying a little more solder, without making any solder bridge in between them. This must solve your TVs problem. Check the electrolytic filter capacitors also. Replace them. It won't cost more. OK.
Hi, The black vertical line is caused by a leaking capacitor, Check and replace poped capacitor with a new won and it will work fine again. No worries. Thanks for using fixya.
Is it like its vertical is folding over to the center of your screen? If this is it, vertical IC is loosing its connection to its board. Better to resolder it, or some component is going faulty within vertical circuit or the IC itself.
check the print head belt.......belt that moves the cartridge from left to rite check to see if all the teething grooves on the belt is intact...and that its all there..if this belt slips a teeth it wont print in a straight line....
