All boats (except ProStar) have two drain plugs, which allow water to be drained from the boat when the boat is OUT of the water. There is a center T-handle drain (the only one for a ProStar) and a transom drain plug. The lower plug is located in the center of the transom at the lowest point. It will be under water when the boat is in the water.
look under deck at the transom in the drain well. Also--Google 1999 Nitro boat wiring diagram and you will see images that include the location of the pump along the transom Starboard side.
There is a plate or sticker on the Port transom bracket or on the steering bracket ( between both transom brackets ).
On very old engines the plate is rivetted on the steering bracket at the front of the engine.
If you can't find a plate or sticker anymore, there is a aluminum 'freezeplug' with the serial number stamped. You'll find that plug in most cases at the starboard side of the engine block near the cilinder head, or on the top of the cilinder block.
The serial number on the boat is located on the back (transom) right hand side near where the hull meets the deck. On the outboard motor it's on the bracket that attaches the motor to the transom and usually on the engine block as well.
Assuming "tiller arm" is the steering arm (connects to steering actuator and disappears into transom plate, lay on top of engine - not running - and have a friend turn steering wheel, black arm that is coming out of transom and moving is steering arm), problem is most likely the seal on the vertical steering shaft. This shaft connects the steering arm to the gimble ring. Problem can be confirmed by visually checking for water coming from just below the steering arm with boat in water, or residue starting in same area with boat out of water. If this is confirmed to be the problem, repair is quite extensive. Entire transom assembly needs to be taken apart - sometimes requires removal of engine - then the seal can be replaced and the transom assembly put back together. Other items to check in the area would be the wiring for trim sender and limit switch and through hull gear lube fitting (if boat is new enough).
