I want to edit text and delete some pictures and background in PDF. How can I do this without downloading any software?

To change the background to a picture or text you must have that picture downloaded on your computer.
If it is already downloaded on the pc then do the following to put that picture as your background.
Double left click "Start">left click Control Panel>left click Appearance and Themes>left click desktop background, in the pop open window click on "Desktop", then left click on "Browse" and locate your picture/text that you want to set as your background. When you locate and click on the picture/text you want, the left click on "Open" and it will put that picture/text as your desktop background.
If the picture/text is not downloaded to the pc, then download the picture/text to your pc and follow the above instructions.

You will need to convert the PDF document to editable format. This software can help you do this: http://www.pdftodocconverterpro.com

If the text is editable you can use the TouchUp Text Tool.
For images use the TouchUp images tool.
Both are located in the Tools Pallet under Advanced Editing.

This maybe bee a solution.

1: the text is inserted in a picture, therefore you can not edit it
2: the text you want to edit has a unknown font for adobe, therefore you need to delete the word/ from "." to "." and then wirte all between the "." again
3: you are not choisen first the area you want to edit, and then the text feature to insert the text

Take it into photoshop cs3.Type the text over the scanned text that u want to erase.resize the typed text to match the scanned one.
2)make a layer copy of the background layer.Turn off the original background layer.then, create a layer mask for the copied layer.and paint black over the area u want to erase, with the layer mask active.
If u don't no photoshop OR in case, u couldn't figureout what i said,then mail me ur scanned image and the text file to [email protected]. i ll fix it and mail u back the edited copy.THANK YOU!!!

There is absolutely nothing wrong with either your system or the scanner device, its just quite normal the scanned document are often saved in PDF or a image file formats, All you need is a text converter software (OCR) through which you can convert the scanned image or PDF file to text document and the best part is that you can even edit the text of the scanned document and make changes if you would like to as well.
