Check your speed selector switch (fast/slow, fast/fast, normal/fast etc.)first and foremost! Make sure it not set in-between speeds.
If it is ok then my nest bet is that the switch itself is bad.
If your machine does not have a speed selector switch, I'm afraid you may have a bad motor.

Spin cycle

Sounds like your motor is weak, and starting to seize up. Once you give it a bit of momentum, it's still strong enough to keep going, but every time it stops it has problems getting over that initial friction of starting. I expect if you do nothing, it won't be too long until the motor goes out entirely. If you'd like to replace the motor, it's most likely one of the three listed here: http://www.pcappliancerepair.com/washer-whpl.shtml#motors I couldn't find specifics for your model, but if you pull the motor out I'm sure you can visually match it to one of those. However, if it were me I'd keep manually starting it until the motor died entirely, and then decide whether to repair or replace the washer. May as well get as much as you can out of what you have.

Fills with water and then stops makes a humming sound ,then stops all togther wont do aything spin or drain

sounds like an induction motor. start winding or start capacitor not starting to turn motor, This will make motor hum. Do not know m/c in qestion. Switch on and as soon as pos try to turn motor careful not to use hands or anything that can injure yourself with if it starts to spin.

It sounds like you belt is the problem, if it is glazed or stretched this will happen. The part number is 21352320, below is a link if you wish to order one.
It is located under the unit and goes around all three pulley's. Inspect the motor pulley closely, if melted or damaged you may need to replace that also.

Motor pulley The pulley is available but when I looked it up it changes to a complete motor, part number for just the pulley is 21001506

WILL NOT AGITATE

Will it spin? Have you tried the Delicate cycle?

If it is like my washer, it appears that the high speed part of the motor is the issue. If when it comes to the point where it is supposed to start agitating, but all you hear is a buzzing, grab the tub, the outside edges, not the agitator (you're going to have to use a magnet to override the safety) and turn it clock-wise, and it should start to agitate (you might have to do it a couple times if you don't get it fast enough). Close the lid, but make sure it doesn't stop or you'll have to do it again. When it goes to the low speed agitation, open the lid and make it stop. Close the lid and it should start right back up. When the washer spins, listen for when it goes to the high speed spin, you probably won't hear it gain much speed (it should sound much faster if working correctly).

The motor (which in mine has already been replaced once) kit that is available (~$200-$250) will require some minor re-wiring, as they added a capacitor to the electrical system due to a problem with the previous design (yes, I've had that problem, which was a low speed motor issue, where the washer wouldn't spin on low speed and now it appears to be screwed up on high speed motor.) I'm weighing the options of just waiting for black friday and buying a new washer since ~$500 on motors for this washer is just unjustifiable and I won't be buying another GE, that's for damn sure.

Brushes the motor on spin does 1 of 3 things 1- does not start you here it trys to turn but stalls 2-does a very quick spin (3secs)then stops 3- goes gradually up to spin speed, when it approches full...

sounds like part of one of the bushes is trapped in the motor,take motor off and by turning around a bit may just drop out,as i had to repair a washer with the same problem,rgds,paul.
