I have a Scott 37" lcd tv that started refusing to come on when you try with the remote or with the manual side button. However if you unplug it then plug it back in then turn it on it will come on. What's going on and how do I fix it?

Leave it unplugged for 10 minutes (normally 1-2 minutes to clear the memory). Try turning it on again via the TV. Can you also turn it on via the remote?

power supply board is damaged,only working with standby power

The remote might have problems,tries used the manual tv buttons on the sides of the tv,see if the problems is not accuring.If it is the remote control only,the remote CPU chip control everythings,it not repairable most of the time.Try website like Remotes.com to buy a an original remote for the replacement.

Did you drop the remote lately my dog loves the plastic and knarls and slobers on them. Go buy a cheap replacement and try it

yes the sensors on all sets go bad and the remote signals will never get to the eprom chip that takes the signals and processes them

Do not shut off the TV. Put cardboard in front of screen when not watching.
MY THEORY
The power serge when the TV is turned on puts a stress on the caps (ac to dc volts) .
Continued off -on weakens the caps until failure.
