When i play any DVD and VCD movie in my lap top. The picture movement always stuck and continue than back to normal. This problem sometimes repeat 2 ~ 4 times.

If you ripped an entire DVD, then you should be able to point VLC to the root folder containing the VIDEO_TS folder and it should start playing your ripped DVD from its menu system just like if you were watching it on your television.
Otherwise, you will have to create a playlist to play files in order.
There is a small button on top when the screen closes it turns off the display. While the movie is playing press the small button with a small pointing object and see if the display shows something on the screen for a few second and then off (you can sometime see the movie playing but very dim). then there is a problem with the switch not switching the display back to normal. A cd-rw would normally hold 500MB of data. A normal movie would need about 3-4 GB of data. You get programs that would save the movie on CD-RW as a VCD with compression to fit in lesser number of CDs. But you will not find many players that would play the cd-rw with the VCD format movie.
Make sure you are shooting your movies in "Standard" mode. If you have the mode set to something else, especially "Time Lapse", the playback may not match 'natural' motion.
In any case, you can control the speed of the playback. When you first enter the movie playback mode, there should be a movie control bar along the bottom of the LCD. Instead of the "Play" button, select the "Slow Motion Playback" button (single arrow with single bar next to the normal Play button), and control the speed with the left or right arrows on the multi-controller.
Well I have been repairing dvd players a while now and the main problem spots are laser ,spindle motor, laser tracking motor and the biggest culprit and un suspecting one the lens cable .....most of them range from the lens cable to the spindle motor though... the constant movement of the lens in watching a whole movie causes the cable to unknowingly and slowly break and if the spindle motor is defective ,on inserting a dvd the disc spins slowly and you may hear the lens chirping ... so you can check those....
