Even when humidity is high will not turn on. Works if I maually turn it on for continuous operation but I must turn it manually off. Will turn off on full bucket.

Your bucket full switch may be defective. If you are capable, bypass it since you are draining to another place other than the bucket.

thermostats are device to control the compressor. you said the compressor is running. if you are sure that the compressor is running, then it could have a leak and it is not functioning as it should. feel the air that is coming out of the fan, it should be a little bit warm, if it is not, and the compressor is running, i would suggest for you to turn it off and seek professional advice on how to find the leak and recharge the system of the unit. it is bad for the compressor to run without refrigerant.

Same problem with Goldstar model DH404EY7 -- stop code 01 on startup, bucket full light blinks (drains to floor).
Replaced the main controller board to fix it.
For my model dehumidifer the part # is 6871A20888A, and cost $77.44 (not counting shipping) from Appliance Factory Parts. The Appliance Factory Parts web site also provides parts breakdown (exploded parts diagram) diagrams and service manuals in PDF form.

It sounds like you have power to the unit but a component is failing to start the system get an AC tech to check it.

the problem is with the switch which is connected to the float arm, try pulling it manually, it shoud turn on and off your unit if working properly

dehumidifying coil below freezing temperatures in order to reduce the relative humidity to
a reasonable valve. Frost on coils usually will appear.
I would imaging that the humidity is already lower than the dehumidifier could get it down to. that's why it reads "Lo" on the display.
