I see that you need to avail of your NSO Birth certificate but you are far away from the NSO office, you can call NSO @ 7371111 office hours 8AM-5PM Mondays to Fridays only.

Once you cal NSO they will be asking for personal information from you and will be giving you instruction on how to pay for the Birth Certificate requested, the last time I availed of the service I payed Php300 at Metrobank I can't remember the account number I believe once you call them that they will be giving you that info as well, this only will take 3 days shipping for your Birth Certificate to be delivered.
