Replaced the keyboard on a Dell 6000, the keys are alll there but in diferent places and the shift key did not work ahhh, got mine working by going to the sticky keys and ticking the box and saving then unticking then saving now works fine, had to put keyboard on us format as well.
You have 2 Shift keys on the keyboard. If the other shift key is working then the shift key that is not working is defective. You should consider replacing the keyboard on your laptop. There is no setting on Windows that can disable the shift key.
**Note : If both Shift keys are not working, Try to check if sticky keys feature on windows is on. Sticky keys should be disabled. To disable sticky keys, Click on start and Go into control panel > AccessibilityOptions, and under keyboard there is sticky keys. Remove the tick and click apply and OK.
**If "Use Sticky Keys" is unchecked, that means sticky keys is disabled.

Before buying a new keyboard, try borrowing one from a friend to see if
the keys work.
If you are using Microsoft Windows and a full
size keyboard with a separate numerical keypad, you can also input
characters using an 'ALT code'. For example, hold down the ALT key and
type 43 on the numerical keypad to insert a plus sign '+'.""""""""""""" i
get this when i press shift keys or caps lock to use the at symbol
both keys not working sticky keys not selected
Then problem must be with the key board and you might need an service..
This does not solve the problem. Andrew
