Bad Norton install. Actually bad Norton. Its causing driver corruption. The fact that it appears only when you insert a cd-r it's just random occurence, it could have happened as well when you would have tried to print something.
Best fix: just get rid of Norton , it's useless anyway. Get a decent antivirus for start. Otherwise uninstall it using the official uninstaller (not by using its uninstaller), run a registry cleaner, install it again using this time a diferent location and hope to gods that this time it won't screw your pc.
the combo drive you listed above is a cd-rw/ DVD-ROM....meaning that it will play and burn cd, cd-r, and cd-rw disks. the dvd rom will only be able to play dvd-rom and dvd-r disks providing they are in the proper format. check that the disk in question is not a dvd-rw or (+2) disk. the drive will not recognize that a disk is in the drive if the disk isnt compatable. try a dvd movie, if that works then a dvd-r, if that works then try a dvd-rw +1. if the last option doesnt work then you will have to stick with the dvd-rom and dvd-r, or purchase a dvd-rw drive to install.
There are dozens of free perfect functioning burning software. the one that i use is Totally Free Burner 3: as the name says it's free, extremely small ( just 1 MB compared to 100MB for Nero), fast and very easy to use. get it from here http://www.softpedia.com/get/CD-DVD-Tools/Audio-CD-DVD-Burning/Totally-Free-Burner.shtml
If it would have been a soft problem it wouldn't have worked at all, the driver is for the unit, not just for a function. Most likely it's a HW problem: either the laser died or the lens is dirty - try cleaning it.
Btw if your unit can't read cd's how those morons at the shop expect that you could reinstall (or repair) your Windows? Test your unit your self: take it out, put it in another laptop (or in an external case and attach it to another pc and check there. If it's dead then replace it with a new one - preferably a dvd-writer of any mark.
