Take it back to COSTCO somewhere with the store receipt and they should replace it or refund the money.
You will need to find the store manager.

Can you use a continuity checker, and get into the inside of the control panel cover?
You need to check continuity, from one side of the plug, in thru the switch, thermostat, and limit device, thru the element, and back to the others side of the plug--
Can you do that?
Let me know how your continuity testing goes, and get back with me, on what you find.
I like taking things apart. Usually something like that it is an internal fuse or a switch/wiring issue. Not worth taking to someone to fix--not worth the cost. Try taking it apart.

no repairs, however you do have a full year warranty.Just return it to Costco and they will exchange it for you.

I bought a Presto Heat Dish at Costco (Calgary) and not even a year later the control switch's filament burned out. can you send a replacement switch or provide me with a local supplier so I can return the defective unit and repair it myself?
Or try a thrift store for a used one. Do a search for "heat dish" without the quotes, and you will get a few hits. Amazon.com has a few of this type of heater.
