I have A toshiba 57HX81 tv red ligth blicking.i found (2)5 amp pico fuses at F850 & F851 & (1) pico fuse 2AMP at F852 would replacing these fuses bring the tv back to life.

Too many possibilities to predict if the fuse replacements will make the set function again but I suspect your main power supply has failed so if the fuses blow after replacement, you may have to have the supply repaired or replace it.
You might check, using your model number, at the site below to see if they have a power supply 'pull' available from their stock.

3 times standby red light blinking shows that lamp cover has not been placed back properly after lamp replacement. Make sure lamp cover, (the first thing that you removed to replace lamp in tv) is fixed securely then turn tv On.
the red flash you are talking about im assuming is the screen going red that usualy means a red picture tube they break down one way to tell turn the red screen control counter clockwise and see if you can control the tube gain and then you can lightly tap on crt neck and i do mean carfuly and see if it flashes it most likely will and you would need to change the crt and reset it up
most possible cause is failed convergence ICs. Unplug the three wires for the convergence yokes then try powering up the set if it powers up the Convergence Ics need replacement
