I have a Viking 6690 that belonged to my mother. I cannot find the instruction manual and can't get the feed dogs to come up. She was quite the quilter so I suspect that they were lowered so that she could machine quilt.
I have a different model Viking with a feed dog button to the left of the power button. When it's pressed down, the feed dog stays in the "down" position. Press it again to bring the feed dog up.

The machine does not feed the fabric The stitch length is too short. Press the + button. The feed dog may be lowered. Raise it by pressing the feed dog button. See page 9. The presser foot pressure is disengaged. See page 9. The feed dog is full of dust and dirt. Clean with the brush.
Can't help without knowing the make & model machine.
Some machines have a dial or lever to raise/lower the feed dogs. Others come with a plate that covers the feed dogs. Your owner's manual would have the instructions.

The Viking 6690 features a 'Presser Foot Pressure Dial' located on the left side of the sewing machine head. It is probably turned down to the thin end of the wedge or may even be parked on the rectangle ... this will cause the feed dogs to stay down. Turn the dial toward the wider part of the wedge symbol. The feed dogs will come up as the sewing machine makes a stitch.
There may be various reasons for the feed dogs staying down. Let's start with the most obvious ....

There is a dial on the bottom of the free arm in the middle. The dial should be turned to left to drop feed dogs and to right to raise feed dogs.
There is a switch on machine to raise feed dogs up/down. Remove any extension table to locate it because many of these options are located in the back of machine & hidden by table!

You must slide the feed dog up/down switch over (consult your manual).
If you slide the switch over, the feed dogs will not come up. It is only when the machine makes a full rotation that the mechanism engages and the feed dogs return to the sewing position.
If the feed dogs will still not raise, then you will need to take it to your dealer.
