SOURCE: Unit will run but will not kick in to remove moisture

the compressor sounds like is not coming on check the refrigerant or check the power to the compressor it could be something as small as a humidistat which will not tell it that we still have humidity like a thermostat

SOURCE: The unit turns out and runs fine. The fan blows.

You may have the humidity level set to high. If it's above 60%, that's what it's going to maintain, not remove. Set the humidity level on the lowest setting and try again. Whether you're using the hose or not, I don't suspect it's playing a role in it. Also, clean and reinstall the air intake filter.

Hope this helped you solve the problem. Please let me know. Thanks.

Opinions on lowering fan speed to obtain lower humidity .

It will help as long as you have enough airflow over the coil to prevent it from icing over. The longer the AC runs the more moisture it can remove. However, before you change the fan speed be sure Saturation is correct. As I hinted too low of a fan speed can also have repercussions. https://www.youtube.com/watch?v=VtYgi9wKTcQ

Compressor runs and you can feel the the heat exchanger cool, but the fan doesn't run and no water comes out of the drain hose, the full indicator light works fine

The fan has to run or the moisture will freeze on the coil, try to help the fan motor turn reach in and the blade a flick in any direction and then pull your long skinny helper out and watch the fan it may just run or give you a idea whats up. They get dirty and I'm sure that it worked last time. Nothing fancy but it might help.

Runs but doesn't work (no water accumulates)

It sounds like what you hear working is the fan. The unit also has a compressor; if the compressor is bad or the freon is gone, the fan will run but the coils wont cool to remove moisture from the air.

(New Unit) Motor Runs, Does Not Extract Moisture

Try setting you temperature or fan speed lower this may help.
In order for the unit to remove moisture the coil has to be below the dewpoint.

Dehumidifier

Check the coils for icing. You may need to remove a cover to see them. IF the temp is much below 65-70 degrees, there is a good chance of icing. Take it upstairs or where it is warm and try running it to see if it removes moisture. If it does, it is probably icing. Raise it off the floor as the temp is higher towards the ceiling. Hope this helps
