Don't forget pressure relief valve as well. Small drip is acceptable though. Double check by-pass valves are in proper position as well. Thermostat if working properly would have to sense (feel) cooler water at it's location in order to re-ignite system, which makes me think, cooler water is circulating through there somehow.
You need to check by-pass valve(s) on back of tank for proper position. You need cold open going in to bottom tank fitting, and hot open at top. If any valves in between those 2 lines via "T"'s, turn them to off position.
Your on right track. When this happens and small flame still there, pull wire(s) off at gas valve, or test for voltage from ECO to gas valve. No voltage, then there should be no gas. Change gas valve.
Feel water (carefullly) by releasing pressure relief valve slightly, if it's hot there, check your by-pass valve(s) at rear of tank for faulty valve(s) or in wrong positions. If not hot, check thermostat. Please get back with proper model number for better directions for troubleshooting thermostat.
How many valves on by-pass, or what style by-pass have you got on there? Remember water has to go in bottom (cold) and then out top (hot) . No valve in between should be open. Valves going direct in to cold, and out hot need to be open.
