More times then not it would be the battery, but we do want to leave the diagnosis open to other things because we cannot see the camera from 1000's miles away hope you understand.
1. First check you adaptor make sure you getting voltage at the tip/connector.
2. Check your bettery if its a old battery you might consider replacment.
a. I would also suggest to bring it into a camera shop to have a look over. The camera is worth the fix.
b. You might want to take the battery out and clean the tabs inside and make sure the contacts are clean.
Again more times then not your battery is always to blame in these types of issues, Allot of experts say its the board inside but that is rare so check the above first. When in doubt please do bring it into a shop.

My camera did this same thing! i tried to buy a new battery. The camera worked, in that it turned on and took pictures, as soon as i put it in. when i tried to turn it back on, it wouldn't turn on! I tied charging it, and the light was on and everything, but wouldn't turn on! I called Kodak and they wanted me to pay $80 to get it repaired! I don't know what to do about it!

That sounds normal to me. There is no problem The lights and the LCD dim due to the continued non-use, and to conserve the battery charge. You don't want to discharge the battery that you are trying to charge. It's kind of like a computer screeen saver, in that it dims or "goes to sleep". You didn't indicate that the charger fails to charge the battery.
