Unfortunately on the earlier Partner systems they only gave you the option of either 2 rings (immediate) or 4 rings (delayed) . The program number to look at the setting on yours is # 506.

These phones are discuntinued by Avaya. Try getting replacement phone. Call 1800-980-ivds

This cannot be done on Partner ACS and your phone.

Your system is actually called Partner.
Compatible phones will consist of MLS12, MLS12D(display),Mls18, 18D(caller id display), 6D(display), 34, 34D(display) No other phone will work on this system
To program phone numbers
Press Feature 00, press/select a buton to program, input speed dial number. Press Feature 00 again.

If by conference you mean inside and outside parties connected together the answer is yes. You should have a CONF button on the set. You press CONF, dial your second call and press CONF again. You can press CONF again and do it all over again to add a 4th party. There are restrictions and the conference is not amplified.

You are too far from the base. Make sure its withing 100 feet. If you are within 100 feet please contact your Avata Business Partner and request replacement.

Getting manuals are pretty easy at www.avaya.com.

Wander into your back room and look at the white or gray cabinet for the phone system. In the center of the cabinet, or the flat pack unit mounted on the wall will be a Partner phone system. The processor card is in the center and it has numbers on it, ie (ACS 3.0/Partner II, or something).

That's the manual you need. Search for Partner ACS and you will be overwhelmed with choices.
