Im usind dell inspiron vista installed. the micorphone does not work. I can hear what is played it means the speaker is fine. but in chat (google talk and ym or any other device micrphone is not working.

You need to update your audio drivers. Go to my computer, check hardware configuration, locate the audio drivers and update. If you're still running vista, then good luck. You're falling down a black hole and may never hit bottom...
A Few Things You Need To Check..
1. Incorrect Driver can cause this.. Go to Dell Website and Reinstall Audio Driver..
2. A pinched wire can cause this.. Removal of the case will be needed to check the speaker connection..
3. The Speaker has blown.. This will mean replacing the speaker set..To Check if you have a blown speaker or simply a "Bad" driver.. Easiest Thing To Do Is To Reinstall Windows.. Upon Reinstalling Windows It Might Load Your Audio's Default Driver.. if it does, you'll hear the Windows Tune Play Upon Boot-Up Just After Loading To Desktop...
You Might Need To Install Your Audio Driver After Reinstall Of Windows.. You Can Get Driver Either From The Restore CD or By Going To Dell And Downloading Your Specific Models Drivers..
If You Choose To Reload Windows, you can also Copy all your Drivers and Their Setup files THey Are Stored In Your C Drive... C:/
Boot with an external bootable live operating system cd/dvd (preferably any of the live linux distros) if the audio works, then it is not a hardware issue. just search for the right drivers or worst case scenario format and re-install windows. if you still hear garbled audio, it is a hardware issue.

Reboot your computer to complete the installation. Start messenger and go to chat room and try to do a voice chat..Should work fine..

When you say Reboot, I assume you mean re-install Windows XP. Many issues can occur if you do not install the drivers properly after installing Windows. The proper order is as Follows:
Notebook System Software Chipset Utility Video Driver Audio Driver Network Driver Wireless Driver Touchpad Driver
Also after installing Windows and the drivers, you'll need to go to Java.com and install Java, then adobe.com and install the latest Flash and Shockwave Players.
It is also recommended that you have the latest BIOS flash of the system. The current bios version is A09
