Pc says to start with m/soft repair process or start normally but always shuts down in either option process. when trying to start windows normally it does the same. after many tries, finally seems to "catch" and starts. also does not let me download any security programs or system restore, even with original backup cd that came with pc. never had a problem until the other day when an apparent trojan "fake generic security" virus tried to infect.

U need to download win-pe live cd, and burn it to a cd, boot it, and get into the live system, there you will find some utilities that can help.
the idea is, to scan the drive with a live cd, where the virus is not loaded....

Do you happen to know when this issue started? Usually restarting or shutting down phone resolve the issue. If not you may want to do reset ( soft or hard ).

Users should always start with the soft reset when the phone locks up or programs slow down due to memory or software response issues. A soft reset is akin to a reboot of the machine and usually solves most problems without any loss of user data. A hard, or master, reset is required when the phone completely locks up and becomes unresponsive to any cellular signals. This second and more drastic reset deletes all personal data, preferences and settings so that the device is restored to the original factory configuration.
Perform a Soft Reset
Step 1 Press and hold the power button for 10 to 20 seconds.
Step 2 Release the power button and tap the "Power Off" option under the "Device Options" menu that appears. Tap "OK" to initiate the shutdown.
Step 3 Press the power button again to restart the device.
Perform a Hard (Master) Reset
Step 1 Tap the "Menu" key from the home screen and then tap "Settings."
Step 2 Go to "Privacy" and tap "Factory Data Reset" to review the Factory Data Reset information.

Could have been a RAM problem if you got 4 beeps and you seem to have resolved that by reseating the modules. But the RAM error may have caused some corruption to a file on the hard drive.
Assuming the diagnostics pass, you can reboot and press F8 before Windows starts to load. Select Last Known Good. If that gets you to the desktop without errors, shut down normally and reboot normally, and you should be good to go.
You may also want to run chkdsk on the hard drive:
Click: Start>run
Type in: chkdsk C:
Click OK
Accept the offer to run chkdsk at next boot and then reboot. chkdsk will run before Windows loads. It may take a long time, depending on size of your hard drive, so be patient.
Im not sure if you are wanting to get to start-up repair or trying to get rid of it If you want to access it, Boot system and do a hard nshut down. Restart, you will have the option to Launch start up repair or to start windows normally If you are getting the option screen unwanted, this is primarily due to improper shutdown. Whenever you shut down always try to use shutdown, restart options in taskbar. If in the event you are stuck and need to do a hard shutdown try pressing Ctrl/Alt/del simultaneously to access task manager. Here you can end processes hung up or do a proper shutdown
Decide what kind of reboot you are going to do. A soft reboot is performed the way you are “supposed” to do it. For a soft Windows reboot, go to the Start menu and select “Shut Down” or “Restart.” The computer will then shut itself down. Clicking “Restart” makes it boot up without further intervention from you.

Step 5
Investigate what the problem may be with your hard drive. Because of its delicate nature, your hard drive can very easily be thrown off.
Run an Error check on your computer. Process takes anywhere from 1 to several hours, depending on hard drive size, files on computer and number of errors needing to be fixed.

Here are the possibilities:
1) Hard drive has too many read element failures
or
2) windows system files needs repairing or operating system needs re-installation.
Try these:
1) Reboot your pc and get into BIOS. Then set to default setting and save. Then try booting. If this does not fix issue, take next step.
2) Insert the operating system cd and go thru the repair process.
