If this is not a frost free unit , it probably has a freon leak. This is usually not worth fixing in a deep freeze. If it is a frost free unit the fan could be bad. This is an easy repair.

Cold air sinks. If evaporator temp is not low enough only the items on bottom of freezer will get cold and possibly freeze - stuff on top will not.
Throw a digital thermometer in there towards the top shelves and I bet your temps are high. Low refrigerant will cause this; furthermore, if you leave the refrigerator door open by accident, the refrigerator will never shut off, the freezer evaporator will freeze over with a block of ice, and the freezer temps will be higher. If that is what happened, simply unplug the unit and allow it to self defrost and then turn it back on for proper operation and make sure that the refrigerator door is properly closed!
We had the same problem with our refrigerator just yesterday. Defrosting (even tho frost-free) cleared up the airflow problem-- If it's frost-free, when it defrosts enough to allow air flow, the automatic defrost can take over. Cause was stored food blocking the vent between the freezer and lower part of fridge.
There is a fan behind the back wall of the freezer about 1/2 way up from the bottom, you should be able to hear this running when the freezer is on. If you do not hear this then you need a new evaporator fan motor.
If you hear the fan run then you most likely have a problem with the automatic defrost cycle that would most likely be the heat element that is located just below the coils inside the freezer behind the panel.
I turned the fridge and freezer off using the circular dials, I then turned the unit off at the mains. Left it for a few minutes and then turned the power back on. I then turned the circular dials to "max" and then depressed the super cool and super freeze buttons to turn this facility on. This time they came on normally (not flashing) and no alarm sounded. The fridge and freezer then started to get cold. Once the unit had been running for several hours I then turned the dials to the 3/4 mark and depressed the super cool and super freeze buttons again to turn them off. Over night the fridge and the freezer appear to be working properly so I hope that my problem is solved. Maybe the unit just needed to "settle" before being switched on?
I have a Scandinova chest freezer and the left hand side froze, but not the right side, because the compressor in the box under the right side of the freezer was getting so hot, a small amount of heat was conducting back through into the right side of the freezer and preventing anything on that side from freezing! I solved this problem by running the compressor outside of the of the freezer box, by taking the air vent off, unbolting the compressor and then pulling out by about 20cm and running it from there.
unfortunetly it sounds like your freezer has lost refrigerant. as the refrigerant level drops so does the capasity of the freezer. the unit is not worth repair. unless it is a comercial unit .In that case you will nead to phone a local repairman.
It is normal for the freezer or fridge walls to be hot sometimes, some important points are to make sure that there is enough ventillation around the fridge/freezer, especcially the back, so that air can circulate around it freely. Also maybe just check that there hasn't been anything fallen down the back blocking the vent, and that there isn't a dust collection or anything. Otherwise as far as I know this is normal.
The top 2 drawers have stopped freezing, rest of freezer is perfect??
