Hey Debbie, As per my research your refrigerator does not contain built in water filter. So there is no water filter installed in your refrigerator. But if your refrigerator is not dispensing the ice but it is dispensing water, then the most likely issue is with the Ice Maker. This is the model compatible part number for the Ice Maker: 4317943. Need that model number to give you correct model numbers. Because you dispense water does not answer why you do not have Ice. The dual water control valve has two sides one or the dispenser and one for the Ice Maker. Does the ice maker have any water in the ice slots? Fill slots with tap water does it dump when frozen?

Not enough water pressure in supply line to get past filter?
Open valve feeding supply line more and see what happens.

Either the paddle for the ice/water dispenser is stuck or you have a bad microswitch behind the dispenser.
To stop the ice/water from dispensing open the freezer door and press or hold the child lock button down. Once the unit is in child lock mode you can shut the door without energizing the dispenser.
Another option is to remove the upper freezer door hinge cover and disconnect the wire connector up there. This will remove voltage from the dispenser as well. Then either replace the paddle or switch. Sometimes the paddles/switches will get stuck because of splash up from ice dropping in sugary drinks.

The water dispensing valve may not be functioning, if the valve buzzes or hums when the water dispenser is pressed the valve may be mechanically deficient, if there is no sound whatsoever the switch for the dispenser,the dispensing valve coil or its electrical connections may have failed.

You could have a problem with the lever that changes from one to another. If you can access the panel behind that door you may be able to see if it is mechanical or not.
