Your content setting is probably set on younger settings. meaning you are only allowed to play games that are teens, and so on...

Game Ratings for Xbox 360Family Settings let you determine the kinds of games that can be played on your Xbox 360 console.
To configure settings for game ratings on your console:

  1. Go to My Xbox and open System Settings.
  2. Select Family Settings, Console Controls.
  3. Select Game Ratings.
  4. Select the Entertainment Software Rating Board (ESRB) rating level you deem appropriate. When you select a rating, you'll see a definition of that rating.
  5. To set a pass code to limit who can change your Family Settings, select Set Pass Code from the Console Controls screen and follow the on-screen instructions. For more info, see Pass Codes for Xbox 360.
  6. After you've set your code, select Done from the Console Controls screen. When prompted, select Yes, save changes to put your new settings into effect.
Tip
If your settings only apply to select members of the household, share your pass code with people who have unrestricted use of the console. For example, you could decide to share the pass code with an 18-year-old child but not an 8-year-old child.

If your console was recently repaired or if you've purchased a new console, use the license transfer option on your console to transfer content licenses. Here's how:

You have probably downloaded some DLC (DownLoadable Content) and it might have been deleted, so you have to re-download it to continue playing the game.

Try deleting and re-downloading the contents that you have downloaded before, that should help if the DLC (DownLoadable Content) is corrupeted, which can happen if you take out the harddrive etc.

You didn't mention how you downloaded it. PSN store? Xbox marketplace? what?

If you are talking about xbox live marketplace then follow these instructions:

View your download history and download content again You can view a list of what you've downloaded from Xbox LIVE on your console or your computer. You can choose to download an item again (if needed) for no additional charge. Here's how:
On your console
  1. On your console, sign in to Xbox LIVE using the gamertag that you used when you originally purchased the content.
  2. Go to My Xbox, and then select your avatar.
  3. Go to Account Management, and then select Manage Account.
  4. Select Download History.
  5. Browse your download history. If you want to download something again, select the item, and then select Download Again.
Note If you want to see the charges on your Xbox LIVE account, please see Check your Xbox LIVE bill and download history.
On your computer
  1. To see your download history, go to live.xbox.com/Download/History and sign in with your Windows Live ID (email and password).
  2. Browse your download history. If you want to download something again, click Add to queue. This adds the item to your console's download queue.
  3. Turn on your console and connect to Xbox LIVE. The items will begin downloading.
Note Downloading previously purchased content to a different Xbox 360 console does not transfer the content's license. If you want to use content without signing in to Xbox LIVE, you must transfer the content license to the console. Learn how to transfer content licenses.

Sorry, there isn't any way to transfer content from one gamertag to another. A license transfer will allow you to download and use content on your new console, but all of that content will still be tied to your original Gamertag.

Are you using any of the downloadable content? If you are, you need to have the content on your console. You also must make sure that the content is assigned to your account and/or Xbox, and you need to be signed in online if you orginally downloaded the content on a different xbox.

Wont let me download M or R rated

It only means that the account you created on xbox live is a CHILD ACCOUNT ( its below 18 years old ). you wont be able to download any M rated contents using a child account.

You wont be able to change the age because the system recognizes you as a child profile.

Here is a step you can try.
1. Create an adult account. make sure that the birthdate you enter is your dad's age. or ask permission. ( Create a silver membership for free )
2. Download M rated contents using the adult account and you can access the contents using the child account.
Note:
As long as you use the same xbox 360..
