Without any more information, the issue could be with driver for the web camera or the bundled software for starts web camera.
Both can be updated from the Toshiba web site...

Make sure you do not have another program trying to access the web camera at the same time - such as MS or Yahoo Messenger.
If this fails, go to Computer Management (Start then search for Computer Management) - go to the Device Manager and make sure you can see the web camera on the right side of the window. If you cannot find the web camera, look for a yellow ? and update the driver using the above link.
