Sounds like water leak.
For example, broken pipe... or water running out of TP valve.
That would explain variable hot-and-cold water at tap.
Turn off all taps, and observe if water meter is registering water usage.

Only about a cup of hot water will come out, then it gets cold.

You need to check 2 things. First, go outside and carefully open pressure relief valve at top of tank,(careful in case hot water spurts out) and make sure there is water in it. Second, look at back of tank inside RV and check your by-pass valves(s) for proper positioning. Cold water enters the water heater at the bottom fitting, so that valve has to be open, as well as leaves water heater at hot fitting at top of tank (the highest fitting) so that valve as well needs to be open. Any valves that may be in between those 2 water lines need to be closed. I am assuming that the heater starts runs, shuts down etc, just not running any hot water through hot side of taps, correct?

The problem with all that type of water heater is that once the hot tap is turned on sufficient flow must be maintained through the water heater to keep the main gas burner alight. If the heat adjuster is turned up to high, then the person using the hot water will turn it down to a low rate which means the main burner will turn off and result in cold water. Try setting the heat control to the lowest setting that still gives hot enough water. If you have a thermometer adjust control for a temperature of around 50 to 55 degrees Celcius. You may have to fiddle with fine adjustments to get the temperature and flow rates to maintain a constant output of hot water. You may still have intermittent problems. If the heater only supplies baths or showers you could set the temperatuer even lower (45 to 50) to ensure that the hot tap is used more than the cold which will maintain flow and therefore heat.

I have the 2700es and the water upstairs gos hot then cold ,hot then cold and so on , what sould i be looking at?

The water temperature may be set too high, or try turning the hot water off and opening a hot water tap. If the water is still flowing out the hot water tap, there is a problem with a faucet (likely a shower valve). It could also be water pressure below 30 psi.

your pipes are clogged, what if you were to not turn on the cold and turn on the hot does any water come out at all, with just the hot side turned on,, if not there could be a valve that has been turned off, or the pipes are clogged

Hot water taps and showers pressure very low cold taps ok

there is a little cap on the hot and cold side above the shut off valves, turn the water off at these valve and take the caps off there are filters in there clean them off and reinstall them that should take care of the problem, you might want to flush the tank while your at it hook a hose to the hot side connector and run it out side or to a sump pump then turn on the cold water and flush it out you can also reverse this procedure by doing it on the cold side

Its A Possibility The Left Over Water In The Hot Is Frozen. If Your Line Is Exposed Outside Somewhere It Can Easily Freeze Up. Turn On The Hot Water Everywhere In The House And If Accessible Check The Lines To See Where The Warmth Ends. You Can Leave One Off Over Night In Hopes That It Will Eventually Defrost.
