You must have CD installation to reinstall the OS. Turn on your laptop, connect external CD/DVD ROM to USB. Insert the OS CD then follow the steps on your screen to complete the process.
You will prompted to repair the OS during process , follow the instructions to repair OS.
Hi, You will need the recovery discs or the XP installation disc generally the recovery disc are delivered with the laptops if you do not got it then you have to buy it from Toshiba.Then you have to boot the laptop with that disc by pressing F2 at the Toshiba logo screen and selecting the cd/dvd drive as the boot device.
If you have the latest drivers installed, try uninstalling them, and going back to the 2nd most recent driver released. Sometimes the latest drivers have issues. Work your way back trying multiple drivers if possible until you find the sweet spot. You might try this website, it has a driver cleaner that removes old drivers. I would go the www.amd.com web site. They now own ATI and have a section for ATI products. Find the support page and then find a user's forum. Chances are someone else has already had your problem, and a solution exists, or open a problem case. It may cost you, depending on whether or not your ATI card is under warranty.
Another option you may try while you wait for a solution from the forum, or ATI, would be for you to remove all ATI software, and reinstall from the CD that came with your card.
