Sounds like you bought a Schwinn Spirit Bike Trailer. Here is the link to the manual for that model. They all basically attach the same from Schwinn so should be enough for you.
IN the manual is a website and phone number to call for parts.
This particular strap is a safety backup strap. This strap is just for in case that the first one securing the trailer to the bike breaks so it will still stay connected to your bike.
If you have a quick release, you'll need to remove the release out of
the wheel and then put it through the anchor and attach release back
on.. If you have a nut, undo the nut, put the anchor on and then put
the nut back on. Insert the end of the trailer into the large hole of
the anchor and fasten the pin.. then attach the safety cable by
wrapping it around the frame of the bike...
