That part is a shutoff valve for the emissions system. When not connected it prevents fuel flow inside the carb. Sounds like the float or needle valve is sticking that is assuming the choke is working correctly...you should be able to see it working.
Check to see of where the canles connect to the linkage, there are usually thumb nuts you can adjust similiar to that of the brakes on a bicycle handle bar.
