MOSTLY THE SOLUTION IS SOMETHING MINIMAL, THE PROBLEM MAY BE, THAT THE FILTER THAT HAS FILLING IT IS COVERED (IT IS WHERE THE FILLING HOSE OF YOUR WASHING MACHINE IS CONNECTED)
If it doesn't fill for the rinse, I would say that the cold inlet valve has failed. Check that the cold tap is turned on and check when the machine fills for the wash cycle and see if it is taking hot or cold water. You will probably find that it is filling only with hot water. A local spares store should have the valve you need.
Rinse cycles are usually with cold water. If it cant fill with cold water, it wont go through the rinse cycle. Make sure it fills with cold on a normal wash. You may find its filling with hot only. Alternatively, the machine may not be pumping out properly, this will cause a similar fault. Check to see the machine is draining at the end of the wash. check the pump and the filters for blockages or lint etc clogging the hoses or pump.
This is an indication that the solenoid on the cold water valve is bad. Or the cold water valve is plugged. If you can get to the valves, use a meter to check the solenoid OR the power to the solenoid. That will tell you if it is bad. If you dont have a meter, switch the wires from one solenoid to the other and see if it fills

Rinse is always cold only on most machines. Why? Because rinse with hot water causes wrinkles. You have a bad cold water solenoid or fouled cold water valve innards from lime and such OR a clogged water valve inlet screen on the cold water side. Remove the cold water hose and check for blocked screen.

If your washer is the type that all rinses are in cold water only this would make sense that in the winter months when the water is at it's coldest the clothes will feel cold after the spin cycle. If your washer has a warm rinse cycle and when you select the warm rinse option the clothes feel cold after the spin, then maybe the hot water supply line is plugged.I recommend disconnecting the hot water hose at the back of the washer and check the screen that is at the fill valve on the washer and make sure it isn't clogged with sediment or calcium build up or any other foreign material that would keep the hot water from entering the washer.If all is well there, suspect either the water temp selector switch or the hot water fill valve. When the washer initially fills for the wash, is it only hot water entering the drum? Try switching the water temperature between hot and cold as it fills. If any of them show little or no water getting through, it sounds too easy but check to make sure water supply taps are on, and that the cold/hot fill hoses aren't reversed. Remove the fill hoses and check any of the screen filters for blockage (in the hoses and in the inlet water valve). When the machine stops and waits to fill but all you hear is a hum, it sounds like there is power going to the valve but water is not able to get through it. Good luck!
while the unit is filling in the warm cycle. reach behind and shut off the hot water tap.I bet the water flow stops filling, if so, you would need to change the inlet valve on the machine. You see, in warm, if the cold is not filling, you still hear the hot filling and the unit will advance. The rinse cycles are mostly "cold" only. if the valve is not opening it will not allow it to advance from the rinse section on the board.
