Sometimes when i turn my computer on in make a noise as though it is on but it isnt and when it finally does come on it shuts itself down then wont start for ages
Sound like a power overload system is kicking in, which means either a bad power supply or shorted circuit else where. Disconnect the DVD, CD, and any other devices to narrow it down. Try another known good power supply. If all this fails, it's going to be a problem with the motherboard, by elimination. There can be an intermittent capacitor or electronic heat sensitive part that's shutting down the computer. There are diagrams and videos on the net that can guide you through possible problems, in case you want to fix it yourself. Google "Intermittent Computer Startup" and you will find some good suggestions. One site is this one:

The noise you hear may be the cooling fans spinning, and the harddrive spinning. The harddrive platters are just spinning, and the boot sector on the harddrive isn't being found. This is because the Processor isn't working. The Processor isn't working because you have a bad power supply. Power Supply has a weak voltage power rail. Power Supply's power is rated in Wattage. Voltage times Amperage = Wattage. 1) ALL the lights use less than 1 Watt of power. 2) EACH fan uses 2 to 3 Watts. 3) A typical Processor requires 51 to 125 Watts. Depends on what Processor it is. Power Supply starts up when you press the Power on button. BIOS is the first program to receive power. BIOS looks to see what devices are installed, does a Ram Memory count, then turns on the Processor, and hands the computer over to the Operating System. (Windows XP is one example of an O/S) The power supply doesn't have enough power to turn the Processor on, so BIOS turns off the computer. Computer unplugged from power, remove the power supply. Clean the inside of the computer out with a can of compressed air for computers. Install a known to be good power supply.
sounds like you have a cooling fan problem but there could be other problems as well check ram, processor fan make sure all fans are connected to motherboard and that all are running not stuck then let me know what you find
