In order to refill the black ink cartridge on a Lexmark 1300 you need to purchase a 28a (18c1528)
cartridge. The 28 black ink cartridge is a return program cartridge and it won't let you refill it.
I found one at a site called computer friends for around $21.00. You can also google lexmark 28a ink
cartridge you can find them. I hope this helps. I've been frustrated with this problem also

Sounds like the cartridge ink jets have dried up. Try running a cleaning on them to see if you can unclog them. If this fails to work try gently rubbing the ink jets with a Qtip and alcohol. If this doesn't work for you then you will need to purchase new cartridges.

Please contact Lexmark Technical Support and let them know that you need two replacement cartridges for the two defective ones you have.
Make sure that you purchased factory new Lexmark cartridges, not cartridges that have been refilled and repackaged by a third party company.

Who ever told you you could refill 36 is wrong. You can't! That cartridge is what Lexmark calls a "return program cartridge", which, in human language means it is for one use only. If you want to use refilled cartridges, you need to buy 36A or 36XLA. These cartridges CAN be refilled, the ones you get with the printer can't.
Here is a compatibility list on Lexmark's site:
