The Walking Foot is a rather big presser foot that gives your sewing machine super powers. It gives you an extra set of feed dogs for the top of the fabric being sewn. ... Slippery fabrics like minky cloth don't slide all over the place. Thick multiple layers in bulky projects like quilts walk nicely together. https://madamsew.com/blogs/sewing-blog/why-and-when-to-use-a-walking-foot-on-your-sewing-machine
A lot of domestic machines can sew leather, but it probably depends how thick the leather is and how much you "love" your machine. Sewing heavy fabrics like leather can damage the machine.
Be careful sewing thick materials with a domestic machine. Even though a lot of machines are supposedly able to sew thick leather & fabrics, it could damage your machine in the long run. If you value your machine, you might want to find a second machine (used mechanicals, older Singers, etc., probably work better for this purpose) to sew thick fabric. Save your nice primary machine for more conventional uses.
Yes, it should be fine for most leather. I don't know about belt or thicker leathers though.....I would just buy some samples and give it a go. The 491 is a workhorse, good for upholstery and heavy work.
I don't think you'll get it to feed on a domestic sewing machine, the foam is going to be too thick and difficult to feed through. I've used an industrial Singer 20U to sew vinyl to 1/4" foam which has a dacron layer glued to it, ie like carpet underlay thickness. This was to make replacement seat covers for ride on mowers; the Singer was strong enough to sew through both layers in a straight stitch, I could manage to overedge it on my domestic Elna but need a roller foot to stop the vinyl from sticking to the foot, and a leather needle. Even then, it wasn't easy.
All domestic sewing machine have a one eigth horsepower motor and should cope with leather but not too thick, an industrial machine will have at least a quarter horsepower motor and the motor is the size of a domestic sewing machine
