I assume that it does have the same problem when it is attached to other PC. Most common failure in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed monitors to get some ideas what goes wrong: http://s807.photobucket.com/home/budm/allalbums Post back what you see inside so we can guide you further and it will help out other people in the future also. http://www.badcaps.net http://en.wikipedia.org/wiki/Capacitor_plague Please post back what you find so we can guide you furhter.

If the power light is blinking amber, the computer is receiving electrical power, but an internal power problem might exist.A power supply or system board failure has occurred. Try to isolate the problem by removing or disconnecting all cards, i.e. video, sound cards and disconnecting CD/DVD and hard drives.
my power light flashes green/ amber as soon as it is plugged in, with a dead battery. It seems to go to steady amber if the plug is tapped, but goes back to flashing. It will not hold a charge on a new battery.
When you mean the amber light, is that the blinking hard drive access light or the power light? Different cases have different colors on it. Mine has blue and green lights.
If you see the boot screen (bios) and then after it goes to boot, does it blink and hang?
This could be a simple operating system issue, hard drive or hardware/motherboard issue. If you could provide more information, that would help.
unplug the system
open the case
look for a battery and take it out
take out the memory (rams)
wait ten minutes
press power button 5 times
put everything back in
