    You need to be more specific. Is it taking a long time to load WINDOWS? or it dosent boot up at all-not even POST?

The HP DV7's had faulty graphics video cards made by Nvidia. This is a known issue that you will see documented all over the internet. The guys at http://www.generalsystemsconsulting.com fixed mine at a reasonable price $125.00 includes return shipping back to me.

Formatting a laptop is the same as doing it on a desktop computer.
If you are using the Windows installation CD then to get the laptop to boot up with the Windows CD you can change the BIOS boot startup device and make the CD the first boot device.

How do i get to bios settings

When Turning On The Laptop it should give u the option to Boot from Menu Hard drive or Menu, F11 or esc, sometimes it is. when i are there u should not have to much trouble finding it cause it would be under Bios Ect, Or Boot From Bios! Not Sure Im 100% accurate but hope this helps :-)

It depends -- does your computer have the capability to boot from a USB memory-stick? from a CD/DVD disk?

However, if it does not boot, you should FIRST trouble-shoot that problem, rather than trying to "flash" the BIOS as an attempted solution.

Sounds like a failing hard drive. Try replacing with a different HD (preferably a known working one that doens't have important data on it) and try installing the OS to it.

Boot to USB?

most of the newer motherboards have an option to boot from usb, I have 2 1 laptop a Dell XPS 2010 will boot automaticly to USB if it is plugged in and has the option in the bios for boot seqence, and a desktop a dell XPS 720 it will alsi do the same, see if you can find a live copy of XP or the OS of your choise and you can boot from DVDR I have a copy of XP Lite Portable that boots from USB and runs fine

Boot problem

What comes up on your screen? Any boot up messages?
Check and make sure you do not have any CD-ROMS or USB or memory cards in your Presario 2100U when booting up. The system may be "stuck" because it doesn't know how do deal with those.
