The picture for picture-in-a-picture must come from somewhere. Try a DVD for the picture in picture. It may be the second tuner for the picture in picture that has failed.

Go in the menu and make sure the antenna setting is set to AIR and not CABLE before you start the scan. If that doesn't fix your problem then something with the main board is the problem
Their is no more you can do. You need a professional. Stop using the TV until it is repaired. Call the manufacturer to find you nearest authorized service center.

In all likelyhood, you have a bad ground somewhere in the cable. Try other channels through the VCR. If the ground is the problem, there will be a cluster of channels that are snowy with the rest being clear. Check the cable itself and all of the connectors along it.
If the cable and connectors are good, the tuner or power supply of the VCR could be faulty and cause this as well.
Usually a snowy picture means that you have a bad ground connection. You should see that some channels are beter than others. Verify that the cable connection is good. Try a different cable if you can. If that has no effect, than we need to start looking at the tuner itself. If you can change channels but just have a poor picture, chances are that a resolder of the tuner section will resolve the problem.
What channel is it and when they tune in that channel, is the picture nice and clear or is it grainy and snowy before the screen goes blue? On some sets, if the signal is weak, the picture will go blue. This is called Blue Screen and is there so you do not see very poor, grainy and snowy pictures. Some sets will have an option in the menu to turn the blue screen off.
If you are on cable, first run the cable wire from the wall directly to the TV, eliminating any cable box and/or VCR. If channel 2 is snowy but the rest (especially 3-6) are clear, it is most certainly a cable problem and not a TV problem. The TV uses the exact same circuits for channel 2 to 6 (VHF-LOW) so if the tuner was bad and 2 was snowy, 3, 4, 5 and 6 would be snowy too. Bring a second TV into that room, disconnect the cable wire from the RCA and connect it to the second TV. Is channel 2 on the second TV as snowy as it was on the RCA?
