Most likely bad capacitors in the power supply. I have fixed several including my own. See avsforum CECB thread for more info
Which capacitor should I replace in the or all of them ?
On the power supply I would replace at a minimum:
C14 - 4.7ufd 50v UPW1H4R7MDD
C4 - 1ufd 50v UPW1H010MDD
C8 - 100ufd 25v UHE1E101MED
C10 - 470ufd 16v UHE1C471MPD
C12 - 1000ufd 10v UHE1A102MPD
There are 4 others in the supply that were not grossly bad.
C1 - 22ufd 400v EEU-EE2G220
C7 - 220ufd 25v UHE1E221MPD
C11 - Same as C10
C13 - Same as C10
Logic board:
E5 - 33uf 35v EEU-FM1A471
E6 - Same as E5
Part Numbers of replacement caps are Nichicon or Panasonic.
Note: Caps on the logic board are extremely hard to replace due to the internal ground plane.

I have two CM7000's. Both stuck in RED light and failed to boot. After replacing C10 & C12 of the power supply with 470uF/25V capacitors on both units, the problem is fixed.
Please note that it is best to replace these caps with higher voltage
rating part (I used 470uF/25V). I found C10 and C12 are getting hot.
Continuously working under hi-temp may be the cause of premature
failure. The box started working after C10 and C12 replacement but the
picture was very unstable. Occasionally the box still hang. I have to
plug and unplug the power repeatedly to force the box to reboot. I have
to replace C11, C13, E5 and E6.
