My emachines t3604 starts up and all the fans are running but doesnt boot up and keyboard and monitor are not working. Replaced the ram but that doesnt work any ideas.

the screen is blank? when it is like this and you pree number lock or caps lock, will it turn those lights on and off on the keyboard? If so, I would just check the monitor connection, those connections can get loose, get dust in them, or ever have the connectors wear out after a long life.
In your motherboard there will be a CMOS battery remove that battery and put it again you will get the display in your monitor, the battery will be in coin size the battery is CR2032.
Make sure --- turn power off, leave off for 30 seconds. Power up again, holding the F2 key down. This WILL take your eMachines into Setup (BIOS). If it doesn't then your keyboard is most likely defective. If it does get you to setup, press F10 and Enter. Reboot with Ctrl+Alt+Del and this time hold the F8 key down ... just hold it down till something happens, choose Start in Safe Mode with Network Support. Again if F8 doesn't work probly says Keyboard is bad. This is for whatever Operating System you are using.
did u check the ram? please pick out RAM and placed in next slot. i will happen due to failure in RAM. is there any beep tone? ok

I'm sorry to say this but your hard drive may be faulty and need a replacement. Your files might still be retrievable but you will need to take it to a repair center to get it retrieved or plug it as an external hard drive and try to retrieve data yourself. But nevertheless, it seems like your hard drive gave in and will need to be replaced with a new one..
Check all power cables plugged into M/board if these are correct remove all hard ware hard drives / cd player and anything else except for video and memory and test to see if it boots. If it does, one of the removed hardware is faulty if it does not then you have M/board failure
