The main board would be suspect since its not processing any signal input from any of the inputs. Try www.tvcircuitboards.com they should have a replacement board available.
If using a cable box then you want to set the TV to channel 3 or 4 as the cable box will output to one of those. If no cable box then its possible the TV's tuner is bad or your cable company only transmits in digital form requiring a cable box since this TV only has an analog tuner
your t.v will hook up directly to cable. if you are asking how to hook to a digital box then you can hook it up the same as you had it hooked on your previous t.v. but if you want to get high def channels then you are going to have to take your digital box back to Time Warner and swap it for a high def digital box. or you can just call Time Warner and have a technician go to your house and swap/ hook things up for you. What you need to do is contact the manufacturer of either your remote control otherwise the manufacturer of the Time Warner [aka: cable providers some times also have the info on file for their customers] they store the code information within their internal systems for their customers such as yourself. Otherwise there is normally a paper insert with the remote control or the Time Warner that would list the info for select manufacturers on there. Toshiba has pretty universal IR signals/codes so you should be okay when trying to program in the codes. The manufacturers can also assist you through the steps--believe me it can get frustrating some times!
The tv is fine.We see so many problems with cable provided signal that it isn't funny.It usually stems from bad cable boxes and low signal coming into the house.
try connecting the box to a different input also try connecting another device (like a VCR) in place of the box to see if the problem exists without the cable box
