If it's a Whirlpool toploader, or a Kenmore with a model number starting with 110.XXXXXXX, then you have oil on your clutch. You'll need a gearcase, clutch, and motor coupler. Test this when empty by putting the machine into spin, activate the lid switch, and place your wet hand on the inside of the spinning basket. If your wet hand can stop the basket easily, it's the clutch.
Another telltale sign: oil sprayed around the inside of the cabinet at the height of the clutch.
I have read that if the pump is not draining the tub completely, there is an interlock that prevents the high speed spin from engagin. I have had debris caught in my pump several times (kids!!) with similar issues. There is a trap on the line leading from the tub to the pump which is "supposed" to capture debris, but it doesn't work all that well. Check your pump.....

Belt going..
A bit of a pain to replace, but doable..
Belt dressing will keep it going for a while..
Dont get your fingers caught in it..
Serious injury is possible, unplug the machine
and stand on the plug while moving the
belt to goop it..
(why? that way it cant get plugged in!)

It doesn't spin
If your washer won't spin, check these:
It doesn't pump or spin
It pumps, but doesn't spin
It spins only with the lid closed
It doesn't pump or spin
If it doesn't pump water out or spin, check to see if the motor is running, then proceed as follows:
It pumps, but doesn't spin
If your washer pumps out the water but doesn't spin, check these:
It spins only with the lid closed
For safety, washing machines are made so that they spin only with the lid closed. The lid switch prevents the spinning action when the lid is up.
SOURCE: Washer will not spin. It makes a noise but will
The motor coupling has gone bad, this is very common.
Can you handle this yourself? it is not a very expensive repair but you have to be mechanically inclined and a repair comes with a warranty. The part is around $25.00 and a service call to repair!
