In short, yes. The red colour gun has failed.
You don't state any make or model, but on almost all conventional televisions (using cathode ray tubes) this can only be fixed by replacing the entire tube assembly. As this is the single most expensive item in the whole tv it's cheaper to throw the tv away and replace it. If you're not too choosy there's no need to buy a replacement as millions of perfectly good tv's are being thrown away simply due to people upgrading to LCD/Plasma.
Have a look on your local FreeCycle/Freegle groups; they appear regularly and all you have to do is collect the tv. Sometimes folks will dishonestly and knowingly list a faulty tv by omitting to tell you what faults it has, but that's sometimes the price of a freebie..
