The break light wire on the lumina runs through the blinker switch or multifunction switch on the colum.. check there as well as at the tail light sockets. on the late 90s gm cars the sockets had a tendancy to rot away... use a test light at the brake light wire in the trunk and have a friend apply the break. if there is power then may have to get new tail lights. or replacement bulbs.

SOURCE: 1997 Chevy Lumina REAR BRAKE LIGHTS DONT WORK

This will either be a fuse or the brake light switch which is on the pedal it's self. More likely the switch as these are fickle at best.

SOURCE: Brake Light Problem -1997 Chevy Lumina

The ground wire in the trunk area, coming from the brake light harness, might have come off or really loose. Hope this will get your lights working again. Best wishes.

Tail lights always on even when engine is off, and rear brake light wont come on

The tail lights dont have anything to do with the engine running or not.. you mean the brake lights are on? all the time? all of them, or just the one in the back window? If the back window brake light doest work the bulb is bad. If the brake lights stay on, the switch may be bad, out of adjustment, or the bumper for the switch fell out/broken.

Tail break lights don't work. Window break light does work however. Bulbs have been replaced.

Check the brake light fuse. The high mounted brake light (third brake light) is on a different circuit than the brake lights. Hope this helps.

Right brake light out; tail light works fine

most rear tail lights and turn/stop lights are the same dual filiment bulb. it is possible for your tail light to work and your brake light not to and still have a bad bulb. I would check the bulb first, your brake light works on the left yes? this would mean that the fuse is fine

Tail lights wont work

sounds like ground problem- remove tail lights and look for wires going to body -remove screww clean grounding area and replace- both sides. You did not say whether the lights work when car is off? With car off and brake pedal pushed is there any brake lights ? If not procede with above.
