Have you tried a System Restore/Recovery? Can you boot in safe Mode? Have you removed and tested the HDD? Do you have a Windows Repair Disk? How old is the Machine? May be time to replace the HDD? Turn on your computer, as soon as you press the power button, begin tapping the F8 key. A menu should come up. Using your arrow keys navigate to the safe mode option.

Boot into safe mode, go to control panel and uninstall it.

try botting into safe mode by taping f8 assune as the computer power is on and then select safe mode with networking and go to http://onecare.live.com/site/en-my/default.htm?mkt=en-my and check for virusses

Easiest thing to do is to try and boot into safe mode with command prompt and then run a repair.

You can also force the system into safe mode. You click on startup and type in msconfig. Click the general tab and select diags and the system will reboot to safe mode. Change it back to normal to get your system out of safe mode.
